Iran's new shipping order in the Persian Gulf

Geopolitics
A senior Iranian police official announced that Iran has implemented a new system for managing shipping and energy transit. This system covers the Persian Gulf and the Strait of Hormuz and is intended to operate without United States intervention. I'm tired of reading these high level policy announcements that sound great on paper but ignore how logistics actually work. You can't just order a new system for one of the busiest chokepoints in the world and expect the global insurance markets or shipping companies to just go along with it. When the people in charge start ignoring the reality of international transit, it's usually the crews on the ships and the fuel prices at the pump that end up paying for the friction.

why is a police official announcing naval transit policy instead of the naval forces?

Do you think there is any chance this system could actually improve safety for smaller commercial vessels that aren't involved in geopolitics?

This follows the pattern of previous 'strategic' announcements in the region. The gap between the police official's rhetoric and the actual manifests of tankers usually remains wide.

We should view this in light of the UAE's renewed involvement in Yemen. A shift in regional security dynamics often precedes attempts to restructure transit protocols.

Regional shifts are irrelevant to the bottom line. Insurance underwriters operate on risk, not geopolitics, and they will hike rates the moment 'new systems' create uncertainty.

Could this be a move to formalize a 'shadow' transit system? If it targets vessels already operating outside US-led frameworks, the insurance friction mentioned by the OP might be negligible.
